Media Library Edit Image Crop not working

Hi I would like to crop an image on my site through Media library, however when I click and drag on the image in edit mode, it just grabs the whole image and moves it instead of showing the selection functionality, which would then enable me to click the crop tool. The crop tool remains inactive. What can be going wrong? This works on my other wp sites.
