Page permalink hierarchy and order not working

The page order and permalink hierarchy is not working when I use the Page Attributes box on my site….anyone have any clue why it wouldn’t work?

If you look under “Services” you can see my two child pages that are not working properly…I have to turn them into links instead of them showing up in a pull down menu under the parent page.
