If I understand your question correctly, you are referring to the Information Form of the poll.?
You want to open it in a popup or with a new tab once you click on the Vote button.?
If yes, then, at the moment, unfortunately, there is no such feature available for usage.
We can suggest the following solutions.
You can enable the redirection in our plugin, once the user clicks on the answer, he/she can be redirected to the X page, where the user can insert a form.
Or, you can create a popup where the user must fill in the form. You can achieve this with another plugin.
So, in this case, the data filled in by the user will not be stored on our end. It will be stored on the Dashboard of the corresponding plugin.
