Issue with Tax Calculation Based on Customer Billing Address

Hey all,
I’ve got different tax rates set up for various regions – like 21% for Spain and 0% for Japan. I’ve also made sure that taxes are calculated based on the customer’s billing address. However, there’s a snag: in orders, it seems like the VAT always applies based on the main store location (in this case, Spain), no matter what country the customer chooses for their billing address. Any ideas on what might be causing this? I’ll attach some screenshots that might shed light on the issue.

I understand that even though different tax rates are setup on your site, only the Spain tax is being calculated for each order, correct?
It seems that the screenshots did not go through on your post here. Can you please share with us a screenshot of the following settings below:
- General Settings (WooCommerce > Settings > General)
- Tax Settings (WooCommerce > Settings > Tax)
- Tax Class (Standard Rate, Reduced Rate)

I replicated your setup on my personal site, however, I am unable to reproduce the issue on my end.
If shipping location is in Spain, it shows the correct tax rate:
Then, I tried Japan, and no tax rate were added to order:
It looks like a third-party plugin or your theme might be causing the conflict here.
For us to investigate this further, can you please try to switch to the default Storefront theme and only WooCommerce plugin is enabled, repeat the steps for a test orde and see if the correct tax rates are being displayed?
If so, then this kind of problem is usually caused by your theme or a third-party plugin present on your site. We can run a conflict test to verify this. I’d recommend cloning your site to a staging environment and performing the tests described on this guide without modifying your live site or impacting customers. Many hosts provide staging facilities, so it’s worth checking in with them. It’s also possible to do it using the free WP Staging plugin.
If this was caused by a third-party plugin present on your site, it would be best to reach out to the developers for further assistance here.

Could you please ensure that you have correctly set the “Default customer location” option under WooCommerce -> Settings -> General to “Geolocate (with page caching support)” or “No location by default”? This will ensure that taxes are calculated based on the customer’s country.
