How to change Options accordion block hoverover color

Which accordion block do you mean? As far as I know, WordPress doesn’t include this, but there are various plugins that provide something like this.

I’m the plug-in author for that plugin. It doesn’t provide any additional blocks so we don’t have any knowledge about an Accordion Block.
