Sending email to only one user while bulkselect

    I have a plugin implemeted on the site but it is not working properly.

    When I choose bulk select it only sends the mail to one user instead of all users that I have selected.

    Note: I have tested this on staging site as well and got the same error.

    Can you please look into this bug?
