The errors you have received (TRANSACTION_REFUSED & INSTRUMENT_DECLINED) are not generated or triggered by our plugin. Instead, these errors are caused by the payment provider (bank) or the PayPal server that analyzed the transaction and decided that they are not supposed to be approved. The reason for this can be anything, but it is most likely not related to the functioning of the plugin.
The best way forward to find out what caused these failures, is to contact PayPal Merchant Technical Support and provide them with the Transaction ID and/or Debug ID (this can be found in the PayPal Payments logs) so they can look into the failures and explain to you what is causing them.
We don’t expect there is much we can do, but will wait for their/your response and see if there is anything we can do to help you.
