Initiate background optimization after comment is submitted

I have a plugin that allows commenters to upload image and video files. The main problem I have is that sometimes they upload a heic image file and it doesn’t get processed and become viewable on the front end at all until I open up one of the required pages to get it to convert to jpg.
Is there a code I can add to my functions.php file that can help with this?
