WooCommerce Flat Rate Shipping

I am trying to set up Flat Rate ONLY for this specific product. However, when I go to checkout to test it out it shows the options for priority and flat rate. Priority is fine for all the other products but I need this specific product to only have flat rate and nothing I do seems to work. Any suggestions would be appreciated.
