Cannot log in for local wordpress account

Hello,

I have a problem with local login to WP Admin in local wordpress website. When I try to log in (after writting login and password) – website interface is refreshing, fields with login and password are cleaing up and I don’t see any information with problems. Below all things what I done:

– Deleted history and catche memory from browser (I use google chrome)
– Changed name of plugins folder in “wp-content” folder.
– Changed name of themes in folder “themes”.
– Deleted htaaccess file

I don’t know what I do wrong… But I want learn WordPress developing… Please help me. I use windows 10.
