    That’s a WordPress.COM link, meant for sites on their platform.

    That link doesn’t apply to self-hosted WordPress (aka www.remarpro.com) users because the open-source WordPress software doesn’t come with most of those shortcodes.

    As you’re using a block theme (TT3), if you want to insert a list of posts in your sidebar, use the Query Loop block in your sidebar.

    Will the query loop block allow me to select posts by tag? I tried the latest posts block and it didn’t have an option for tags.

    Yes.

    That, and a few other filtering options.

    And I’ll recommend you consult the documentation of whatever WordPress feature you’re using for the first time. Even 30 seconds spent scanning to know what’s possible will save you a ton of time and frustration.

    I had started using the Query Loops but got frustrated with them very quickly because they didn’t seem to do what I wanted them to do, but I’ll give it a try again see if I can get them to work right this time.
