Went to Stripe When I Used This App

I recently took an E-Commerce course at our local community college. My assignment was to create an online store using PayPal in 'sandbox' mode. I installed WooCommerce on the Web site. I also installed and configured the WooCommerce PayPal plugin. I obtained a PayPal account using my school email address. I added a bunch of the items in my store to my shopping cart. Then I submitted the transaction using my AMEX card. Since my Paypal account was in sandbox mode, PayPal should have accepted the charge without actually sending it to my credit card. Several days later, I noticed a charge in the amount of nearly seven hundred dollars from my Web site. I checked my PayPal account. But the money was not there. I called PayPal. They insisted they never received the charge. After going back and forth, they suggested I contact Stripe. I never applied for a Stripe account. But I did so and was told that while the infrastructure was on their servers, WooCommerce controlled those accounts. They suggested I contact WooCommerce. It took a while before WooCommerce answered. So long that I decided to open a BBB complaint against them. They finally answered and gave me a bunch of stuff for me to do. Early on in this nightmare, I had opened a dispute with AMEX. A few days ago, I got an email from AMEX. It said they had reached out to WooCommerce but WooCommerce had not responded by the deadline. They were ruling in my favor. They credited the nearly seven hundred dollar charge back to my AMEX account. I was contacted by E-Commerce this morning. They asked if I had done the work they required of me. I responded. I told them that AMEX had refunded my money. I also requested that they close my account. I am waiting to hear from them. This morning, I received a notice that WooCommerce was refunding a small portion (less than seven percent of the money) to my credit card. I will have to notify ANEX as soon as it shows up on my statement. Though I got my money back, I am very disturbed that WooCommerce or Stripe would have opened a financial account in my name despite my never having applied for an account with them. I am seriously considering opening a complaint with our state attorney general. I would like your thoughts on this matter. Any feedback would be appreciated.
