I got a feeling it is your theme or plugin conflict probably due to the loading order of the file. Because it works on my end, and the file has not been touched for 4 years.

Also RATINGS_IMG_EXT is being defined in https://github.com/lesterchan/wp-postratings/blob/master/wp-postratings.php#L74 when the plugins init.
