is there a way to add that code as css? if not what is the best way to add it to my weaver theme?
or is there an option i’m not seeing in the admin section to custom set the length of excerpt on Category / Archive Pages

In order to insert PHP inside a page content, you need a plugin.
If you have the Weaver Plus plugin, there is a PHP shortcode option you can use after activating it in the Xtreme plus > PHP page.
If not look for plugins on www.remarpro.com.
I don’t know of any settings for a different excerpt length on archive page. This is done by WordPress, not the theme as these pages are generated by WordPress.
If what you want to do can be done with a WordPress PHP Action or filter, you can insert that in Xtreme Admin > Advanced Options > Head section. be careful when you put PHP in there as it can break the theme.
