Gated form download permission denied

I uploaded a file in the downloads section and linked it to a Gravity Form. Everything seems to be working, but when I go to click ‘download’ after filling out the form, I get a “Access denied. You do not have permission to download this file.” I have download monitor pro and all the settings are public.
