New Order Email Template

Good day, what email template is being used for the New Order email to website administrator when an order is paid for using Payflex? I have made changes to the WooCommerce New Order template via a template hook in my childtheme functions.php file. The changes work for all other orders and payment gateways but not with the Payflex payment gateway. When we get a new order that was paid for using Payflex the email template is still just the standard WooCommerce New Order Template.
