where to put webring navagation script?

Where do I past the script so that I can join webrings? I really feel retarded. Do I place it in the index.php file? Where in the code do I paste it?

I know this has little to do with wordpress, but it has to do with adding code to wp. I’m sure most of you use webrings, so could someone please advise.
