Have posts not show on front page?

I’m working on creating a blog that is, more or less, an open source network where anyone can post and have their post shown. It’s sort of a knock off of Daily Kos (a liberal political blog) wherein trusted users can post and have their post shown on the “front page”; the other posters can post “diaries” (just normal posts) but their post only shows up on the side-screen recent posts area and in the archives.

Basically, can I make it so I can make an entire category where the post is published but isn’t posted to the front page?
