Installing new theme

Hi, I’d be grateful for advice on the following:

I have a site running WP 3.01. I want to change themes and tweak stuff, etc. How can I activate/change to a new theme without having the live site affected until I work out all the kinks? Is there any way to do some kind of staging for the v2 site until its ready to be pushed live?
