How to create my own shortcodes?

I am using the newest “Twenty Twenty Three” theme for my own personal website, and it’s really good. But I can’t seem to adapt and figure out few things, one of them being how to create my own short codes without using plugins.
I can create them with XYZ PHP Code plugin and they work fine, but I want to use as little plugins as possible.
Before I would have created my own php file “shortcodes”, include it in functions.php and few more things and it would work, but on this theme I can’t find functions.php and don’t know where to include my file with shortcodes, or can it even be done this way?

@lukhsa You can add a
functions.phpif you first create a child theme. That’s what I do on the sites that I maintain.
