Membership directory not showing members

I have created a membership directory that should show 5 different classes of member. When I look at the page from an admin login, it works fine, but when I look at it from a logged in user with lower permissions, you cannot see the members.
I’ve gone into the profile access settings and it seems that all user roles are selected.
Any ideas on how to get this to work?
