Header image upload permissions issue with WP 3.0.1 and 2010

  • Custom header permissions upload issue:

    3.0 and 3.0.1
    2010 theme
    new install

    when I attempt to up load a custom header I get this:
    “You do not have sufficient permissions to access this page.”

    I have disabled all plugins

    I re named the plugins directory
    created another plugins directory
    logged into my admin back end and logged out
    deleted newly created plugins directory
    renamed plugins.back to plugins

    Your assistance greatly appreciated!
