Full Site Editing – Link Hover Style Not Working

I’ve edited the color of Links > Hover and it still doesn’t work. I changed it to multiple different colors and it stays the same. I found out that it is using the Secondary Color in my color palette. I really want it to use my color though. I know I can change the Secondary Color but I am also confused at why this is happening.
