Order completion event with woocommerce/paypal

I noticed that when a user completes a purchase on woocommerce via paypal, if after being sent to the paypal site and completing the purchase, he does not return to my site, GTM does not register the completion of the order. Does the order completion trigger event then fire only when “thank you page” is displayed? Is there a way to receive the “order completed event” if the user does not return to the “thank you page” after completing the purchase on the paypal site?
