Does personal version include second website for staging server?

We are considering buying a lifetime version of the pro version. We have one web host which would be the production host, but also have a staging / test host where we test upgrades to the website. Will the Personal license work for us or must we buy the Developer license?

Also we are a nonprofit — are there any discounts available?
