It didnt work.
Also on my staging site iv tried to deactivate all plugins and themes and it didnt work.

There is a line of code in the WP Config file that may be put in by another plugin. This needs to be removed and then the Wizard run again.

Remove this from Wpconfig
function wp_mail() {}

Hey @haseeb0001 ,

I’ve double checked and there’s no such line, nor defining of this in any custom file created by our theme, nor any plugin.

I’ve disabled all plugins and changed to default theme, tried to re-authenticate, but i still get this message, not matter what I do.

Okay, so i found the problem, located in some MU plugin we added, but it doesn’t add wp_mail function, rather returns modified plugins variable.

Is there any specific plugin in the MU plugin folder? can you share more details about the MU Plugin and the issue?
