We have about four administrators besides the default “admin”. The problem is…when someone logs in as “admin” and creates a New Post, they see two rows of buttons on the top in Visual tab. However, if someone logs in using a different login (with admin rights), only one row of buttons shows on the top in the Visual tab.

There are no plugins for this. I’ve used post-button-embellishing plugins before but none for this blog.

What could this be? Folks would like the two rows of buttons.

    Thanks much in advance!

Click the last toolbar button on the right in the post interface (it looks like three rows of tiny icons). This will display the second row of toolbar buttons.

More than likely, someone using the admin account clicked this button to display the second row and never closed it, hence it was saved to the user settings.
