How moving paypal button under cart?

PayPal Payments uses the woocommerce_single_product_summary hook for the single product buttons. This is a good hook for most themes, but some layouts would benefit from a different hook.
For this purpose, the plugin implements render hooks to modify the position. You can use the example filter from the Wiki here as it should achieve what you’re looking for: https://github.com/woocommerce/woocommerce-paypal-payments/wiki/Actions-and-Filters#change-button-placement-via-render-hooks

If you need some space between the “Add to cart” and the smart buttons, this could be added with CSS.

but now moving only Paypal button without “Pay Later”

The buttons are rendered dynamically. When the horizontal space in the div is too constrained to render both buttons in the Horizontal layout, you could try it with a Vertical button layout instead: https://woocommerce.com/document/woocommerce-paypal-payments/#button-on-single-product
