validating account registrations without modifying

Hello,

I would like to give my members the possibility of validating account registrations without modifying the accounts. On my site the future members register by indicating the identifier of the godfather, I would like that once registered that they can validate it via a research in the directory of the members and to validate it.
Would it be possible to increase the rights for validation without having the possibility to modify the accounts
