    hi , by default we have the option to filter between the active plugins, but the inactive plugins are blocked on all the pages, that is all even if we dont have an option to filter the inactive plugins , it goes into disabled on all pages . the purpose is complicated to explan , but the solution can be done in 2 ways ,

    1. allow us to filter all the plugin (even the inactive plugins) , the filter page should show all the plugin installed in the site .or if you have any action hook to show achieve that , please share.
    2. donot disable the plugins which isnt available on filter screen , that is the inactive plugins

    This plugin does not include plugins that have been deactivated from the start in the filtering.

    Currently, there are no plans to support it.

    is there any custom codes that I can use to exclude the deactivated plugins ? let me explain the purpose ,
    in multisite subsite A – main site , subsite – B – content site.

    I use the plugin filter plugin on site A and disable unwanted plugins on pages, but I embed some contents from site b into site A , which is created by a plugin which is activated in site b which is also not active in site a , is getting hidden , because site a blocks all the deactivated plugins too even tho the embed needs the plugin to load . an option to toggle between load or do not load deactivated plugins , ll help us to decide how we should handle the deactivated plugins ,

    if we enable the option , then all the deactivated plugins should not be blocked (uninterrupted) (even tho it has no use for most of the users , but it is useful for some special case like me) , if we disable the option ,then it should work like how it works now.
    please help me achieve this by any option or any custom code filter , I can also pay for this
