FEATURE
Ability to pay user users who receive high post ratings

For Example, If a post receive any rating below then pay the assigned value
1 star rating = $0.1
2 star rating = $0.2
3 star rating = $0.3
4 star rating = $0.5
5 star rating = $0.10
