How to configure webpushr without activation

Hi,

I wanted to customize webpushr after installation and activation but at opening the plugin admin panel the plugin immediately offers the optin on the site. So I had to deactivate it because I did not want to show optins BEFORE I make appropriate customizations.

I hope you understand what I mean and know a solution.
