Order foreign language filter items alphabetically

I may have found an interesting bug.
Selecting “Sort Terms By: Term name” works fine for categories in English.
It works fine for categories in another language as long as at there’s also at least one category name in English. Then it sorts both languages just fine.
However, if none of the categories are in English, things get a little screwed up and the filter only shows child categories.
