There are a couple of net::ERR_BLOCKED_BY_CLIENT errors thrown on the Javascript console. This is mostly caused by an extension installed on your browser, like an adblocker, or related to cached data.

Could you please make sure that you are working from a private/incognito window on your browser when setting up Google Listings & Ads?

From there, if you still can’t complete the setup, check for the same Javascript console output as shown above and share them with us.

Since it is in incognito mode, all adblockers and other add-ons are also turned off.

To add to what @3sonsdevelopment has said, the following suggestion might help as well.

Could you run a plugin/theme conflict test while keeping only WooCommerce and Google Listings & Ads active on your site?

To avoid interfering with your live site, using a staging site would be a good idea. If your host doesn’t offer that option, we recommend WP Staging for quickly spinning up a new test site.
