Capabilities Rules for Order Assigment

Under the capabilities, I(admin) would like to assign an user(i.e. editor) to a specific order (Edit Order Section) and an editor can only see orders in their wordpress dashboard which was assigned to them. Once a job is assigned, I would like to also see that editor under Order Table column.
How would I accomplish this?
