    Hi @jarwu,

The buyer is not charged unless the checkout is validated successfully. This currently happens after creating the PayPal order so the buyer can, in theory, start the payment process without checking the terms.

But after confirming the payment at PayPal, the user is returned back to the checkout page with an error message. The money will only be captured when the buyer completed the order with all required fields provided.
You can find more details in this issue: https://github.com/woocommerce/woocommerce-paypal-payments/issues/513

We understand this is not the ideal behavior and it is being worked on but for the time being, it has to be like this for compatibility reasons.

    Kind regards,
    Niklas
