Which plugin will show dashboard tabs at the tops of blogsite pages?

I looked at this-

– but I’m not certain it’s the one I need. I would love to be able to easily click on to my dashboard or editing function no matter what blog site page I’m on…just the way we always do over at dot com. I hear that there’s a plugin for that here. But, which one?
