Sign-up form with advanced file upload & User management

Hello!
I want to create a signup-form for an design competition we are hosting.. It should be able to let users upload files & also allow them to categorize those files as we have 9 categories of design for users to choose from. Not only this but every user that signs up should be assigned a Unique Registration ID/Number to maintain anonymity/privacy of the users & ease of management for us.. Is it possible to achieve this on WordPress? And is there a plugin available for it, because I am not a developer.. Also open to buy a premium plugin or if someone’s willing to collaborate & get it done.
