Can’t see Login

So now I have a website. At least I have an URL, hosting and a Starter Template. Now I want to add a login/register page. I have carefully followed the instructions for ‘How to Create User Registration Form in WordPress without Plugin’ found at https://wpeverest.com/blog/create-wordpress-user-registration-form-without-plugin/ with no apparent result. Actually I have tried several times. I have tried placing the Meta widget in the footer. I have tried the header and lastly the body. So far the login form does not appear. The instructions are very simple so I am sure I am making some typical profound newbie mistake. So if someone could point out my error I would be very grateful.
