Create Gutember and FSE blocks without docker

As per subject I have read many tutorials regarding Gutenberg and FSE, but no one has shown me how to create a block from scratch without having to install a docker.

The WordPress bible (the handbooks which I will never thank you enough for creating them) say that any development environment can be used, but in practice they contradict and only rely on the npm package which however only works if a docker is installed.

I have nothing against dockers, but I have my own development environment and I honestly don’t want to bother installing other things.

Maybe WordPress developers consider those who use their development environment to be shit that is not worthy of consideration?
