Plugin degrades website speed

My existing live site was experiencing numerous issues but began with it being slow. To troubleshoot I decided to recreate from scratch. I have no pages or images. Using the Astra theme. I have Elementor plugin installed and activated. Before installing Elementor Header & Footer Builder plugin the tool at pingdom returned a performance of 98 or 99. Once I activate Elementor Header & Footer plugin it drops to 92 with suggestion to reduce HTTP requests and to add Expire headers.

Is there a way for a user to improve/resolve this?
