We already support Persian (Farsi), just not by default. You will need a separate extension that will give you the ability to create a right-to-left layout and supports a font that includes the characters used by Persian language, which you can download here: woocommerce-pdf-ips-mpdf.zip.

You just need to install it, as a regular plugin, and then activate it. Finally, change the template to Simple RTL, under WooCommerce > PDF Invoices > General > Choose a template.
