Special Characters userinterface partly not visible

    Test with WP 5.9 + Twenty Twenty-Two
    Top toolbar: ON
    Fullscreen mode: OFF

    Depending on vertical cursor position when inserting special characters, the UI opens above cursor position.
    Under the stated test conditions the upper part of the UI (with Search and categories) is not visible.
