I can’t see the option Appearance > Menus

If the menu option does not appear, then you need to add theme support for menus. Add the below line into your functions.php file.

add_theme_support( 'menus' );

If this does not solve your issue, then whatever theme you are using, go to its theme support and create a ticket for this issue.

I have faced the same issue yesterday.

I have installed wordpress 5.9 and theme was twenty twenty two.

Solution:
The menu issue caused because of wordpress version (5.9) because not all the themes and plugin are compatible with wordpress 5.9. so before updating wordpress make sure you update your themes and plugin first and then you should update your wordpress.

so in your case I suggest you to downgrade your wordpress version.

Downgrade wordpress version using: WPDowngrade plugin

Tutorial: downgrade wp version

Note: Please take a backup before downgrading wordpress.
