Post editor refuses to permit switching from Classic to Block

In the past, if you had the default editor format set to Classic, you could still switch in an individual post to Block format. But it appears you can no longer do that. I get an error msg when I try and it refuses to switch to Block within the individual post.
There are times when I want to use BLock format in an individual post even though my default is Classic. But it appears I cannot use Block if the default is Classic. That makes it very inconvenient if I want my default to be Classic, but want to try Block in an individual post.
Is that the way the plugin is supposed to work? If so, is there any way to roll back to an earlier version in which my preferred behavior would be possible?
