User of main Blog can’t create a blog after registering

User of main Blog can’t create a blog after registering. and also noticed options on meta menu are changing with each option below i explained.

I registered as a new user in my WP 3.0 rc2 network and I have no option for that user to make a site as a user in the main blog.

These options are present in the super admin options section
*Registration is disabled.
*User accounts may be registered.
*Logged in users may register new sites.
*Both sites and user accounts can be registered.

I have “Both sites and user accounts can be registered” checked
and in the user dashboard there’s no option to create a site. logged out users can register.

If I have “Logged in users may register new sites” checked. there’s no option to create a site. and no option to register when logged out.

increasing the users permissions from contributor to author does not allow site creation. just allows him to author on the main site and I don’t want this anyway
