Menu bar missing from top of website

    Normally when I log on to my own website there is a black menu bar along the top that only I can see, which enables me to make changes etc. This has disappeared and I have no idea how to get it back.

    The website is not hosted on a WordPress server. I am not too technical and so if you can keep any instructions simple it would be appreciated
