Messed up ver 2.92 dashboard

Re-installed the file in a different folder on my domain. The dashboard only ends at post. I can’t access the plugins and other settings. Downloaded the fresh copy of ver 2.92 and re-installed wp_admin and wp_includes. But it still gives me the same thing.
Also, I’ve tried accessing the dashboard via different browsers and it’s still the same thing.
What can I do.
