Restrict referal times

Hello presale question for your premium theme.
1)I need to now if i have the choise to restrict someone to make refer as many time he want. Basically i want to make someone to refer only one time. After that he must not be able to refer anyone again.
2)If someone is already register to the page will not allowed to get any refer. Refer system should be only for accounts that are not register to the website. Only for new customer
