Product specific rules not working – “the results could not be loaded”

When I create a product-specific rule where I only want the service fees to apply to a particular product, no products show up in the dropdown.
This feature works when I want to apply rules for products in specific categories, but not for individual products as there is no opportunity to select anything in the dropdown and it says “The results could not be loaded”.
When I look at the Network requests, I see that this call is being made but it returns nothing:
